In order to maintain the traditional location of memorial ground in the periphery of the city the components dedicated to memorial are elevated by floors populated by retail units matching the scale of the original Arcade markets.

Street level is wholly occupied with a retail programme, while at upper levels both retail and memorial occur. These programmes are connected visually but access betwen the two is mediated through the separation from the length of the inner gardens.

The juxtaposition of memorial with a retail and market programme plays an important part in the process of reconnecting the inner world of the bereaved with the outer world of the day to day and the reconfiguration of their autobiography.
